Urban Planning

At Monarch, we reimagine urban spaces. Our planners, transport engineers and GIS specialists shape land-use strategies that balance growth, mobility and liveability. We work with town bodies, municipal corporations, development authorities and private developers to design resilient and people-centric urban environments.

Our planners, transport engineers, GIS specialists and social scientists work as one team to translate visionary master plans into implementable projects, supported by high fidelity geospatial data, rigorous analytics and on-ground stakeholder engagement.

We compile high-resolution base maps, assess socio-economic drivers, run scenario models and craft statutory plans with clear zoning, infrastructure phasing and investment pathways. The deliverables GIS layers, development-control regulations (DCRs) and implementation roadmaps give city leaders the tools to guide orderly growth and unlock economic value.

Where our plans add value:

  • Tier-1 & Tier-2 Cities – Development Plans, land-use zoning, DCR updates

  • Regional Growth Corridors – TOD hubs, logistics clusters, ring-road reservations

  • Smart-City & Area-Based Schemes – complete streets, utility tunnelling, public-realm design

  • Heritage & Pilgrimage Towns – streetscape guidelines, tourist-flow management

  • Industrial & SEZ Zones – land-pooling, access roads, utility and drainage grids

  • Climate-Sensitive Coasts & Riverfronts – CRZ compliant waterfronts, blue–green networks

How we deliver:

We begin with drone-based LiDAR mapping and ground surveys to construct a defensible spatial database. Demographic, traffic, and economic datasets inform growth-allocation models, which assess land-use mixes and infrastructure loads. Draft plans progress through stakeholder workshops and public consultations via web GIS portals. At the same time, costed implementation schedules and Public Private Partnership (PPP) packaging ensure the financial viability of the vision. Finally, all layers are delivered in open GIS/BIM formats for seamless integration with municipal e-governance systems.

Why Monarch has the edge:

Surveyors, GIS coders and town planners work from a single command centre, so zoning edits automatically update density stats, road widths and acquisition sheets overnight. Our base-maps achieve 98 % first-round acceptance by town-planning authorities, and owned LiDAR fleets let us mobilise anywhere in India within 72 h cutting typical plan cycles by a quarter. Authorities also value our bilingual engagement tool-kits, which keep objections low and approvals swift.

Representative projects:

  • Amravati Municipal Corporation, Maharashtra – 122 km² GIS base map and ELU prepared; certified under MR&TP Act Section 23.

  • Nagpur Municipal Corporation (Narsala & Hudkeshwar Villages)  – 226 km² ELU survey and Development Plan revision delivered December 2019.

  • Panvel Taluka Land-Bank Study, CIDCO – 83.55 ha cadastral geo database and valuation matrix enabling phased mixed-use development.

  • Chandrapur City Development Plan – Revised Development Plan for the expanded 4,470 ha municipal area, including total-station survey, GIS layers and statutory compliance under MR&TP Act 1966.

  • Alandi Municipal Council (Pune District) – Land-acquisition surveys and route-widening studies to de-bottleneck pilgrimage traffic corridors and unlock public open-space parcels.

  • MMRDA Road-Network Improvement (Mumbai Region) – Corridor level detailed surveys, plans and land-requirements for widening & upgrading SH-40 / MDR-45 to 2 × 2 lanes, enhancing regional connectivity and economic activity.

Monarch’s Urban & Regional Planning service turns raw spatial data into actionable, consensus driven visions helping cities grow sustainably while safeguarding culture, climate and community.
