Mr. Santosh Desai (Sarkar)

Technical Director, Transportation

Santosh Desai is a railway infrastructure specialist with over 25 years of experience in planning, design coordination, and execution management of large-scale rail projects across India. As Technical Director at Monarch, he leads end-to-end delivery of railway assignments. 


Expertise in LiDAR-driven surveys and alignment finalization to Detailed Project Reports (DPRs), General Arrangement Drawings (GADs), and design validation.


He has been directly responsible for preparation and review of DPRs and GADs covering more than 2,500 km of new railway lines, third lines, doubling works, and gauge conversion projects. All works have been delivered in strict compliance with Railway Board, RDSO, and applicable Indian Railways standards.

Mr. Desai has contributed to multiple high-value railway corridors spanning diverse geographies and technical complexities.


Under his technical leadership, Monarch has contributed to several Cabinet-approved and strategically important railway corridors, including:


  • Ghaziabad – Moradabad – Roza – Sitapur City 3rd & 4th Line Corridor

  • Delhi – Ambala – Ludhiana – Jalandhar Cantt 3rd & 4th Line Expansion

  • Jalna – Khamgaon New Line Project

  • Bhusawal – Badnera – Wardha 3rd & 4th Line Corridor

  • Jalandhar Cantt – Pathankot – Jammu Tawi 3rd & 4th Line Expansion

  • Secunderabad – Kazipet 3rd & 4th Line Project

  • Talala – Delwada – Prachi – Kodinar Gauge Conversion

  • Ambari Falakata – Siliguri – Aluabari – New Jalpaiguri 3rd Line Corridor


These corridors form part of major capacity enhancement, freight optimization, and national connectivity programs approved by the Government of India.


Several of these projects are nationally significant railway infrastructure programs, including corridors sanctioned under the Government of India’s infrastructure expansion initiatives.
